In the thick of the Covid-19 pandemic, Congress sent $190 billion in aid to schools, stipulating that 20 percent of the funds had to be used for reversing learning setbacks. At the time, educators knew that the impact on how children learn would be significant, but the extent was not yet known. The evidence is now in, and it is startling. It also set student progress in math and reading back by two decades and widened the achievement gap that separates poor and wealthy children. Economists are predicting that this generation, with such a significant educational gap, will experience diminished lifetime earnings and become a significant drag on the economy.
When we account for how few poor students take the test, by looking at all students, a new and greater disparity emerges. It’s a reflection of an inequality in American education that starts long before high school. And in the last five decades, as the country has become more unequal by income, the gap in children’s academic achievement, as measured by test scores throughout schooling, has widened. Parenting in places with less income inequality and more public investment in families is more playful and relaxed, research shows.

The Los Angeles Unified School District largely opted to keep schools closed months longer than some other large districts. The bleak picture of American educational progress that emerged with the release of the Nation’s Report Card this week came as no surprise to educators who were bombarded during the pandemic by disruptions in instruction, student mental-health problems and labor shortages in schools. It was, however, unexpected for one of the largest districts in the nation to outpace other districts and states, despite keeping schools closed until fall 2021, months longer than many other places, researchers said.
